I think that the answer is that they are congruent because none of the rotations, reflections, or translations change the shape or size of the figure.

it can't be congruent because it's 90 clockwise
2)anything affects the shape and the size
3)they can't face direction because its rotating 90clowise
4)so I'm going for they both located on the same side of the x-axis because its true
