The circle equation is in the format: (x – h)^2 + (y – k)^2 = r^2
The center is at the point (h,k) and the radius is r

In the equation (x+8)^2+(y-2)^2=25,

Center = (-8, 2)
Radius = 5

Hope this helps. :)
